Mo Fan established numerous rules, fundamentally transforming Black Wind Mountain’s original operational model.
Rather than merely setting rules, it was more like a reformation of Black Wind Mountain.
The most significant change was the creation of an enforcement team directly under the Demon King’s command.
Composed of Demon Soldiers, this team could monitor and judge all demons on Black Wind Mountain. Any demon daring to violate Mo Fan’s rules could be dealt with by the enforcement team without prior approval, wielding the power to execute first and report later.
However, if a Demon General broke the rules, the enforcement team lacked the authority to act directly and had to report to the Demon King for a decision.
Beyond the enforcement team, Mo Fan also established a patrol team.
The patrol team consisted of small demons, divided into eight groups, taking turns guarding the four directions of Black Wind Mountain. A Demon Soldier oversaw the entire team, reporting daily to Great General He Feifei.
Additionally, he set up four camps: the kitchen camp, the treasure-hunting camp, the hunting camp, and the combat camp.
Mo Fan also mandated that all Demon Soldiers hold key positions in these teams and camps.
However, they were not allowed to maintain private soldiers, effectively dismantling Black Wind Mountain’s previous soldier-camp structure and placing all camps under centralised management.
In contrast, Demon Generals could maintain private soldiers, recruited at their discretion with no limit on numbers. But in emergencies, all private soldiers under Demon Generals had to immediately join the various camps upon Black Wind Mountain’s summons.
These were only Mo Fan’s initial framework for Black Wind Mountain.
However, due to a severe shortage of small demons, only the enforcement team, patrol team, kitchen camp, and hunting camp were truly established for now.
Even so, many captain positions remained vacant, requiring Mo Fan to oversee everything himself, a daunting and long-term task.
Additionally, Mo Fan appointed Red Eye, Zha Zha, and White Elephant as Black Wind Mountain’s demon soldier instructors, requiring them to dedicate time each month to train the demons in demonic techniques and combat.

Regarding Mo Fan’s series of reforms, even Great General He Feifei was puzzled, let alone the lazy small demons below.

“Well… the entire Black Wind Mountain used to follow that structure. Not just Black Wind Mountain, I heard General Shan Feng say our structure was modeled after the holy mountains deep in the Hundred Thousand Mountains.
If even the holy mountains with Holy Kings follow that structure, doesn’t that prove it’s correct and reasonable?
Are you saying, Great King, that the new model you’ve set up is better than the holy mountains’?” He Feifei frowned.
“Indeed, the entire Hundred Thousand Mountains operate on a class system. Small demons are managed by Demon Soldiers, Demon Soldiers by Demon Generals, and Demon Generals by Demon Kings, while each mountain’s Demon King must offer resources to the demon ancestors of the holy mountains and follow the Holy Kings’ orders.
This has practically become the operational system of our entire demon race.”
White Elephant spoke up as well. Not being a demon from the Three Mountains, he was the most familiar with the deep rules of the Hundred Thousand Mountains and found Mo Fan’s new structure for Black Wind Mountain baffling.
“I don’t know if the model I’ve set up is better than the holy mountains’.
But I know one thing: our demon race was once so oppressed by humans that we couldn’t hold our heads up!
If not for Senior White Tiger Holy King’s desperate battle, annihilating two human strongholds in our Hundred Thousand Mountains, our demon race’s survival would be even harsher!
So, I believe our demon race urgently needs a major reform!
My cultivation and influence are too small to affect the entire demon race, but we can start with Black Wind Mountain, implementing new models and rules. In time, we’ll see if this approach works.

Mo Fan stood with his hands behind his back, sharing his thoughts.
In his view, the demon race’s decline stemmed from flaws in its overall structure.
As he had told the White Tiger Holy King, though the demon race had nine Holy Kings, they acted independently, rarely united. While this was tied to power, a closer look revealed the root issue was in the rules!
Despite Mo Fan’s explanation, the demons remained confused, leaving him disheartened, feeling like he was preaching to the deaf.
Beyond structural changes, he also issued a series of behavioural rules.
First, he abolished the rule of demons paying tribute. In Mo Fan’s view, small demons struggled even to transform. Relentless exploitation left them no chance for advancement, making it no different from the old Black Wind Mountain.
Thus, he eliminated tributes, assigning the treasure-hunting camp to seek spiritual herbs.
With the enforcement team in place, Mo Fan was not worried about the camp embezzling herbs.
Additionally, he enacted rules to protect the old and young, abolishing the old practice of feasting on useless demons. This ensured safety for elderly demons, moving Old Chai and other old demons to tears, no longer living in daily fear of being served up.
Not only were Black Wind Mountain’s demons protected, but the beasts in the surrounding mountains were as well.
To meet the demons’ survival needs, Mo Fan suggested the hunting team domesticate prey to satisfy their appetites.
Notably, Mo Fan had Zha Zha form a flight team to patrol Black Wind Mountain’s jurisdiction when idle.
This extended Black Wind Mountain’s patrol range from the mountain itself to a hundred li around it!
If not for the limited number of demons, Mo Fan would have expanded the jurisdiction several times over, though he shelved this idea for now.
To address the shortage of demon soldiers, Mo Fan tasked the Zhu brothers with seeking intelligent beasts to bring to Black Wind Mountain, where he would personally grant them fortune to transform into demons.
In truth, beast transformation was far from simple, requiring harsh conditions. Only beasts with awakened intelligence, after consuming rare treasures, had a chance to transform.
Ordinary beasts, even after eating such treasures, would only mutate, not transform in one step.
After explaining all the rules, the small demons in the square stared at Mo Fan eagerly.
The most excited were the Demon Soldiers.
They understood that the Great King was about to appoint them to fill the vacant key positions in the various organisations.
And these positions were clearly crucial, representing power!
Seeing the demons’ anticipation, Mo Fan did not disappoint them and announced solemnly:
“Effective immediately, Red Eye is appointed captain of the enforcement team, overseeing and responsible for all actions of Black Wind Mountain’s demons. Those who violate my rules will be dealt with according to the severity of the offence. For serious violations, you may execute first and report later without my approval!”
“Effective immediately, White Elephant is appointed vice-captain of the enforcement team, with the same authority to oversee and punish!”
